Recommended: lead with the cheap, high-sovereignty options, small local models (#5) and the redaction boundary (#6), which are mostly already built. Add a confidential-computing partner (#4) for the mid-tier, and reserve the client's own cloud (#3) or a client-owned box (#1) for enterprises that demand ownership.
